It's against the law for U.S.
citizens to travel to the communist nation of Cuba if it's purely for tourism
... but exceptions can be made in the form of "cultural exchange"
licenses.
The US government doesn't just dole out licenses ... you need to show good reasons ... and so far, the justification is unclear in the case of Jay-Z and Beyonce!

The two visited Cuba last week for their 5th
anniversary on a fully licensed "cultural" trip, which supposedly has
the U.S. Treasury Department's stamp of approval.
Two Republican congressmen from Florida, Reps. Ileana Ros-Lehtinen and Mario
Diaz-Balart, who represent heavily Cuban districts in South Florida, sent
a letter to the federal office responsible for regulating Americans’ travel to
Cuba asking what kind of license – or special permission – the music power
couple had allowing them to travel to the island.
